The forum was jointly organized by the DILG-GTZ Water Program, in coordination with the Local Water Utilities Administration, Senate Committee on Public Works and the Philippine Legislators Committee on Population and Development. The forum focused on the salient provisions of the proposed amendments to the Provincial Water Utilities Act (Presidential Decree 198). Engr. Manuel Yoingco, Department Manager of the Management Services Office, Local Water Utilities Administration, organized a presentation on the proposed PD 198 amendments in both versions of the Senate and House of Representatives. Representative from the Philippine Legislative Committee on Population and Development discussed the legislative process, the status of the proposed Bill and the prospects of having the amendments passed in the 13th Congress.
A total of 25 participants attended the Forum with representatives from the NAPC, BSWM, DPWH, DOF, DILG, PNLC, LWUA, NWRB, League of Cities, Office of Senator Magsaysay, CDA, NAPC, Focus on the Global South – Philippines, PLCPD, Freedom from Debt Coalition, Streams of Knowledge, Tambuyog Development Center and the GTZ Water Program.
